Finance Coordinator

The Swedish Red Cross is seeking a Finance Coordinator to join the Global Response Unit within the International Department. It is a full time position, starting as soon as possible, with preferred placement in our office in Stockholm.

As the Finance Coordinator you are a finance specialist and key focal point for programme finance, partner agreements and procurement, you will support the implementation of Sida-funded humanitarian programmes globally. Working closely with colleagues across the Red Cross Red Crescent Movement, you will help ensure that financial resources, agreements and procurement processes are managed effectively, compliantly and in line with donor requirements.

This is an opportunity to combine programme finance, procurement and humanitarian operations in a role that directly supports disaster preparedness, anticipatory action and emergency response.

About the role

As Finance Coordinator, you will have overall responsibility for the financial implementation and follow-up of assigned humanitarian programmes, ensuring compliance with donor requirements, IFRC frameworks and Swedish Red Cross policies.

Your responsibilities include:

• Leading financial planning, budgeting, monitoring and reporting for Sida-funded humanitarian programmes.
• Supporting resource allocation, financial forecasting and programme follow-up in collaboration with Desk Managers and Controllers.
• Providing technical support and guidance to National Societies and IFRC Delegations on activity budgets, Working Agreements and financial management.
• Supporting budgeting, financial review and follow-up of Early Action Protocols (EAPs) and anticipatory action initiatives.
• Managing financial follow-up and cost control related to delegates and surge personnel.
• Contributing to programme proposals, concept notes and resource mobilisation through development of budgets and financial frameworks.
• Supporting audits, cost-verification processes and financial compliance.
• Providing training, guidance and capacity strengthening in programme finance and financial management.
• Identifying solutions to challenges related to audits, donor compliance and financial follow-up.

The role also includes significant procurement and operational support responsibilities:

• Conducting supplier due diligence and sanctions screening.
• Ensuring compliance with restrictive measures and applicable procurement requirements.
• Managing procurement processes, tender procedures and supplier follow-up.
• Developing and maintaining supplier databases and vendor records.
• Coordinating procurement of goods and equipment for humanitarian operations.
• Managing ordering, inventory control, asset tracking and loan procedures for ICT equipment.
• Supporting WASH ERU stock management and supplier agreements.
• Supporting deployment of Emergency Response Units (ERUs) from headquarters and providing procurement and logistics support during deployments.
• Managing procurement and equipment administration for Public Health ERU operations.
• Developing and updating procurement procedures and guidance in line with organisational requirements and operational models.

The role works closely with DM Desk Managers, the Surge Coordinator, technical specialists, finance colleagues and procurement functions, as well as IFRC, National Societies and external humanitarian partners.

About you

You are a structured and solution-oriented professional who combines strong financial management skills with an understanding of humanitarian operations. You enjoy working collaboratively across organisations, balancing compliance requirements with operational realities.

Required qualifications

• Relevant academic degree in finance, procurement, logistics, international development or a related field, or equivalent professional experience.
• Strong knowledge of procurement processes, including tender procedures, contract management and supplier follow-up.
• Documented experience in financial programme management, procurement and audit.
• Experience working with humanitarian programmes in fragile and disaster-affected contexts.
• Field experience and experience working in emergency response operations.
• Good knowledge of, and networks within, the Red Cross Red Crescent Movement.
• Fluency in English, both written and spoken.
• Valid driving licence for manual transmission vehicles and experience driving manual vehicles.

Meriting qualifications

• Hostile Environment Awareness Training (HEAT) or equivalent.
• Experience working with compliance requirements, sanctions screening and restrictive measures.
• Experience working with Sida-funded humanitarian projects or programmes.
• Experience working with Swedish Red Cross field offices and National Societies.
• Experience working within other parts of the Red Cross Red Crescent Movement.
• Experience supporting ERU deployments or delegate management.
• Practical knowledge of IFRC global response tools, ERP, e-contract systems and related mechanisms.
• Professional proficiency in French and/or Arabic.
• Experience from diverse cultural, socio-economic or humanitarian contexts that contribute additional perspectives and strengthen diversity.

Working conditions

The position includes international travel, including travel to complex disaster- and conflict-affected contexts with elevated security requirements.

Deployment in emergency response operations, including through ERU mechanisms, may occur depending on organisational needs. Periods of high workload and exposure to psychologically demanding humanitarian situations may occur.
