The Swedish Red Cross is now looking for experienced Community Engagement and Accountability (CEA) Coordinators and officers to strengthen our international delegate pool.
Background
Community Engagement and Accountability is an integral part of quality and accountable humanitarian action. CEA supports communities to participate meaningfully in decisions that affect them, access timely and trusted information, provide feedback and raise concerns, and influence the design and delivery of programmes and operations.
The Swedish Red Cross is now searching for additional pool members who can provide strategic and technical CEA support in different humanitarian contexts. Members of the pool are are available for international assignments, typically ranging from one to three months.
Assignments can include surge deployments in emergencies, as well as short-term technical support to longer-term programmes and National Societies. Depending on the assignment, deployments may take place at short notice and in complex or high-risk environments.
About the assignment
As a CEA Coordinator or officer, you provide strategic and technical CEA leadership and support according to the context and the specific Terms of Reference for each assignment.
You may be deployed to support an emergency operation or to provide targeted technical support to a National Society and longer-term programmes. The exact scope will vary between assignments, but may include:
- In support of the National Society, which retains overall leadership, providing strategic and technical guidance on CEA and promoting its integration across programmes, operations, and sectors.
- Advising operational and programme leadership on community engagement, participation and accountability.
- Supporting National Societies to identify CEA priorities and strengthen sustainable systems, capacities and approaches.
- Designing and supporting participatory approaches, community feedback mechanisms, assessments and consultations, and ensuring that community insights inform decision-making.
- Supporting the capacity strengthening of staff and volunteers through technical accompaniment, mentoring, coaching and training.
- Coordinating CEA approaches with relevant components of the Red Cross and Red Crescent Movement and, where relevant, other humanitarian actors.
- Supporting the use of community insights and evidence for learning, adaptation, communication and humanitarian diplomacy.
About you
We are looking for experienced CEA professionals who are able to quickly adapt to a new context, work independently and provide strategic as well as hands-on technical support.
To be considered for the delegate pool, you must have:
- a university degree in a relevant field, such as social sciences, behavioural sciences, communications, international development or humanitarian studies, or equivalent relevant professional experience.
- several years of relevant professional experience in CEA or closely related areas, such as Accountability to Affected People, community engagement, communication with communities, social and behaviour change, or communication for development.
- demonstrated experience leading, coordinating or providing senior technical support to CEA in humanitarian programmes and/or emergency operations.
- experience supporting National Societies or local organisations with CEA capacity strengthening, mentoring or institutionalisation.
- experience with community consultations, feedback mechanisms, assessments and participatory approaches.
- strong coordination, facilitation and influencing skills and the ability to engage with operational and organisational leadership.
- Be fluent in spoken and written English and at least one of the following languages: Arabic, French, Spanish, Portuguese or Russian.
- Be available and willing to undertake international assignments of approximately one to three months, including assignments that may arise at short notice.
- completed HEAT (Hostile Environment Awareness Training) or equivalent security training, or have demonstrated experience working in high-risk or complex security environments.
- an International Driver’s License and the ability to drive a manual vehicle.
In addition, you should meet at least one of the following:
- Have participated in relevant IFRC global or regional CEA/surge training, or
- Have at least three years of experience working at CEA Coordinator level within a National Society, IFRC or another relevant humanitarian actor.
It is an advantage if you have
- Previous international deployment experience within the Red Cross and Red Crescent Movement.
- Experience working directly within or alongside a National Society.
- Experience from both emergency response and longer-term humanitarian programming.
- Experience integrating CEA across technical areas such as health, protection, cash and voucher assistance, disaster management, climate or environmental programming.
- Experience supporting organisational change and the institutionalisation of CEA.
- Additional relevant language skills.
About the Swedish Red Cross delegate pool
This recruitment is to the Swedish Red Cross international delegate pool and is not a full-time position.
As a member of the delegate pool, you may be considered for international assignments based on humanitarian and programme needs, your competencies and experience, language profile and availability.
Being accepted into the pool does not guarantee deployment. Each assignment is matched against the specific competencies and profile requested for that context.
Assignments for this profile will typically be one to three months and can include both emergency surge deployments and short-term technical support to longer-term programmes and National Societies.
